You are looking at an authentic vintage pewter belt buckle designed by Arizona legend Ettore DeGrazia, dated 1980 – just two years before his death in 1982.
This is the famous "Free as Wind" running horses scene that collectors look for – four wild mustangs at full gallop, captured in DeGrazia's loose, brush-stroke style. The front is signed "De Grazia" and dated "1980" in the mold, exactly as seen in other DeGrazia pewter buckles from this period. 
DeGrazia pieces like this were produced by his Artists Guild after 1974 to meet public demand for affordable art. Guild artist Bruce Mitchell (marked "BM" on the back) produced pewter editions that DeGrazia authorized. Pewter DeGrazia buckles from 1980 are listed in old auction catalogs as a distinct collectible. 
Why DeGrazia matters: Ettore "Ted" DeGrazia (1909-1982) was called "the world's most reproduced artist," famous for his Southwest Native American and horse imagery. His Gallery in the Sun in Tucson is now a National Historic landmark.
