This is an antique La Belle China vanity tray or dresser platter, manufactured by the Wheeling Pottery Company out of Wheeling, West Virginia.
The "W P" on the backstamp stands for Wheeling Pottery, which operated from 1879 to 1923. They launched La Belle China in 1887 as a premium subsidiary to meet high consumer demands for fine semi-porcelain and ironstone
